Administration

The Village Administrator is the Chief Administrator Officer for the Village of Larchmont, responsible for the day-to-day management of operations. Under the direction of the Mayor and Village Board of Trustees, the Village Administrator is responsible for planning, organizing, staffing, coordinating, budgeting, and evaluating all local government activities. All department heads report to the Village Administrator. The Village Administrator also serves as the Village Clerk

The Village Administrator’s Office is responsible for:

  • Budget: Drafting the annual tentative budget, and providing budget updates to the Village Board periodically
  • Communications: Managing all external communications to the public, including the Village website, press releases, newsletters, social media, and emergency communications
  • Contracts: Proposing and executing agreements on behalf of the Village
  • Emergency Management: Coordinating between the Police Department, Fire Department, Department of Public Works, and Water Department, and liaising with utility companies, and County and State agencies, during emergency situations
  • Filming Permits: Administering the film permit program for all filming activities that occur within the Village
  • Grants: With the Treasurer’s Office, managing grant administration (from application to closeout), accounts for eligible expenses, researching new grant opportunities, and liaising with officials from the County, State, and Federal levels
  • Human Resources: Making administrative decisions in the realms of human resources and staff training opportunities, and interacting with Westchester County Civil Service
  • Parking: Overseeing all parking operations, tracking and enhancing parking revenues, controlling for expenses, coordinating parking capital projects, evaluating and recommending changes to regulations, and, with the Police Department, ensuring that parking enforcement activities occur efficiently, effectively, and accurately
  • Purchasing and Procurement: Approving purchases, performing quality control to ensure expenses are accounted properly, publishing procurement opportunities through RFPs and bids, and overseeing capital projects
  • Reporting to the Village Board: Providing updates to the Village Board on the status of operations and projects, and recommending Village Board actions as needed

Larchmont’s Village Administrator/Clerk is Justin Datino. Before his appointment as Larchmont’s first Village Administrator in 2015, Justin worked in senior-level positions in the Village of Scarsdale, including Assistant to the Village Manager and Deputy Superintendent of Public Works. Justin has a Master of Public Administration degree from the State University of New York at Albany. 

Larchmont’s Assistant Village Administrator is Aylone Katzin. Aylone was appointed as Larchmont’s first Assistant Village Administrator in 2022, after working for 2.5 years as the Assistant to the Village Manager in the Village of Scarsdale. Aylone also previously worked for the Village of Port Chester, the Town of Rye, and the Village of Hastings-on-Hudson, and has a Master of Public Administration degree from the State University of New York at Binghamton.
